Reconcile ToS grandfathering term; correct CSAM proactive-measures claim
- ToS pricing-change clause now states grandfathering "for at least 12 months",
matching guarantees.md and pricing.md (was open-ended "at current rate").
- moderation.md Proactive Measures rewritten to claim only what's implemented:
malware scanning on every upload (real); no automated CSAM image-matching yet
(report-driven + human review); remove/preserve/report-to-NCMEC on discovery.
Removed the unimplemented "automated scanning ... terrorism recruitment" claim.

Automated scanning for clearly illegal content (CSAM, terrorism recruitment). Otherwise, we operate reactively based on reports. Not every complaint results in action; false reports are common and sometimes coordinated.

Every uploaded file is scanned for malware before it is served (see [Content Scanning](../tech/content-scanning.md)). We do not yet run automated image-matching for illegal content such as CSAM; that detection is report-driven and human-reviewed today. When we discover clearly illegal content, we remove it immediately, preserve it as required by law, and report it to the appropriate authorities (CSAM is reported to NCMEC's CyberTipline). Otherwise we operate reactively based on reports. Not every complaint results in action; false reports are common and sometimes coordinated.
