Draw a navigating suggestion as a link, and let Enter press a row that acts `00ee7af5` gave an Action a way to say it replaces the whole document and taught the three renderers to read it, at an act and at a cell. A suggestion row was the site it was ruled for and is the one place it did not land: the row is written by `suggestions_html` as a `div`, so the `href` that branch emits was an attribute nothing reads. Clicking a search hit closed the list and stayed where it was. A row whose pick navigates is an `<a>` now. Every other row is the `div` it was, since what picking it does is htmx's or the box's, and a link there would offer a fragment to middle-click. Enter had the same shape of hole one level over. A candidate carrying `picks` has no `data-value`, because nothing is written when picking performs a call, and the combobox program wrote one anyway: the box took `null` and no call went out. That has been true since `ed1fa86f` and covers both measured sites, the tag box included. Enter presses the row instead, with `click()` rather than a dispatched event, because only the method runs an anchor's activation behaviour.
