max / makeover-layout

Pin rustc 1.98.1, the current stable Ruled 2026-09-08: the tree tracks latest stable and lagging is what needs an argument. 1.98.1 released 2026-09-01; the tree was on 1.97.1. Checked with `cargo check --all-targets --all-features` on the new compiler before this landed. No new lints, no new errors.
