Pin the toolchain to an exact version, not a floating channel fw13 and astra both report rustfmt "1.9.0-stable" while building from 1.97.1 and 1.95.0, and the two disagree on breaking struct literals and inline if-else. The sweep fmt cell was measuring which machine formatted a repo last rather than whether it was formatted, and "stable" does not fix that.
