Take makeover 3.1 and quasi 0.75 The consumer half of the theme-picker cascade. makeover-layout 0.38.0 adds FieldKind::Theme and makeover 3.1.0 the ContrastTier/ThemeOption it reads, and makeover-layout carries links, so the suite moves together or not at all: makeover 3.1, makeover-layout 0.38.0, makeover-webview 0.65.0, makeover-build 0.58.0, and the four quasi git deps to 0.75. Manifest only. Nothing here needed a themes/follows fix, because the server has no literal makeover_layout::Field initializer.
