Add the CLA and contributing section Same rollout as the other PolyForm Noncommercial repos: CLA.md verbatim, plus the README section that points at it and asks for a bug report rather than a patch for anything small.

135	+	earlier understanding on the subject. If a provision is held unenforceable, the rest
